Constructor University and the Royal University of Bhutan (RUB) have officially signed a strategic Memorandum of Understanding (MoU). This agreement, signed on May 14, lays the foundation for a wide-ranging international cooperation aimed at advancing global, digitally supported higher education. At the core of this partnership is the support for developing RUB’s digital education ecosystem through modern hybrid and blended learning design, digital pedagogy, and targeted faculty training initiatives.

The signing ceremony was attended by key leadership figures from both institutions. The delegation from the Royal University of Bhutan included Vice Chancellor Dasho Chewang Rinzin, Dalston Pung, President of the Gedu College of Business Studies, and Registrar Karma Tshering. Representing Constructor University were Chancellor Turgut Tülü, Provost Dr. Frazer Cairns, Ahmet Aydın, Vice President of Growth and Engagement and Prof. Dr. Cagrı Bulut, Interim Dean of the School of Business, Social and Decision Sciences at Constructor University, as well as other administrative staff and faculty members.

Dr. Frazer Cairns, Provost at Constructor University, emphasized the strategic importance of the new alliance: "This collaboration strengthens Constructor University's deep and valuable ties with Bhutan and the Royal University of Bhutan. Together, we are creating a bridge for global knowledge exchange."

The agreement outlines an intensive exchange of academic staff, researchers, and ICT support personnel to drive joint teaching, research, and digital innovation projects. Students will also directly benefit from the new alliance through the co-development of mobility opportunities, including semester exchanges and short-term academic programs. A key highlight of the cooperation is the joint implementation of hybrid summer schools, such as the proposed “GNH & Digital Innovation Summer School,” which connects the concept of Gross National Happiness with digital advancement. These measures are complemented by the development and delivery of faculty and professional development programs that open new avenues for collaborative research and academic progression.

Prof. Dr. Cagrı Bulut emphasized the long-term nature of the collaboration: "This agreement represents more than a digitalization project. It establishes a framework for long-term cooperation in education, research, faculty development, academic mobility, and doctoral education, creating value for both universities and their communities."

With this agreement, both institutions send a strong signal for a connected and future-ready academic world.
